Import restriction policies, high investment costs for hatcheries, lack of information about good agricultural practices, access to capital and the availability of high-quality hybrid seed supplies at affordable prices and the decline in the number of agricultural lands in a number of areas due to industrialization are a potential to develop the rice farming productivity to support national food security policies.

PRISMA collaborates with private partners in promoting hybrid rice seeds through better agricultural and land management practices. More significant systemic change is expected through better use of seeds and crop management, and post-harvest practices can be achieved. Hence, farmers can survive from the changes in the environment (land, water, and climate change), pest and disease, and the dependence on seed subsidies.
